I. Further promote the refinement of source control
(1) Strengthening the management of solid waste in construction projects. When preparing the environmental impact assessment report of a construction project, the environmental impact assessment agency shall thoroughly analyze the production link, type, quantity, nature and hazard characteristics of the industrial solid waste, scientifically determine the nature of the waste or propose a proposal for identification; and analyze the use of the site for disposal. The feasibility of on-site resource reduction and reduction measures, evaluate the environmental impact of the disposal method, and propose corresponding countermeasures; for the commissioned use and disposal, the construction requirements of the storage site should be clarified, and the industrial solid waste should be entrusted to use. Analyze the way of disposal and the feasibility of going. The eco-environment departments at all levels must strictly examine and approve the projects that are difficult to dispose of industrial solid waste, generate large quantities, and cannot be disposed of locally.
(2) Guiding the source of the enterprise to reduce the amount. According to the requirements of the “Demolition Action Planâ€, enterprises with large industrial solid waste production are encouraged to strengthen the clean production process transformation, or carry out comprehensive utilization disposal on the site to effectively reduce the source of industrial solid waste. Encourage enterprises with an annual output of more than 5,000 tons of hazardous waste to self-build and use the disposal facilities and operate according to law.
(3) Comprehensively verifying the production of industrial solid waste. The eco-environment departments at all levels shall conscientiously implement the industrial solid waste declaration and registration system, supervise and urge the industrial solid waste generating units within the jurisdiction to implement the main responsibility for the prevention and control of solid waste pollution, and carry out the verification of the production of industrial solid waste on an annual basis.
