In general, it should be a package that is conducive to environmental protection and the use of renewable resources, including the following components: It can be reused, reused, or degraded, and it will not cause harm to the human body and the environment throughout its life cycle. First, the necessity and urgency of developing green packaging

(1) Green packaging saves resources and guarantees continuous growth of trade

The size of exports depends largely on the amount of resources. The small amount of resources per capita is China's basic national conditions. On the other hand, packaging waste is increasing, which pollutes the environment and wastes resources. According to statistics, the annual solid waste production in China is 600 million tons, which has accumulated over 8 billion tons over the years and covers an area of ​​700 million square meters. The recycling rate is only 40%, plus most of the existing enterprises in the packaging industry in China. With the improvement of environmental protection awareness, environmental standards and regulations in various countries are increasingly strict and demanding. Green barriers will become the main non-tariff barriers in international trade in the next century, and the use of packaging to set up technical trade barriers is also the main content of green trade barriers. . At present, the setting of packaging green barriers is mainly achieved through environmental protection signs. Since West Germany began implementing the "Blue Angel" environmental protection mark certification system since 1978, developed countries have adopted their own legislation to form their own environmental protection signs. The environmental protection mark, also known as the green sign, is a graphic posted on the product or packaging, indicating that the product not only meets the standards of quality, but also meets the requirements of the environmental protection requirements in the process of production, use, consumption and disposal, and the ecological environment and the human body. There is no harm to health. It is issued by certain government departments in accordance with relevant regulations and standards to certain products. As the green flags of various countries are formulated on the basis of their own economic development level and laws, the standards vary. Developed countries often use this to impose various import restrictions on products that do not have green signs, and they are not even allowed to enter the country’s market. In order to eliminate contradictions among countries, the goal of eliminating green trade barriers will eventually be achieved. At present, more than 20 countries have adopted ISO14000 directly as their national environmental management system standard. By the end of 1997, more than 800 companies in the world had passed the certification, including more than 200 in the United States, more than 400 in Europe, and more than 200 in Asia. In China, only 64 companies such as Haier passed this certification standard. In addition, some regional organizations have also integrated environmental issues into the integration agenda. In the trilateral trade negotiations between the North American Free Trade Area from June 1991 to August 1992 and the deliberations of national parliaments from August 1992 to December 1993, the issue of environmental protection has always been one of the themes. The EU and ASEAN-7 countries have already taken actions in environmental labeling that are directly reflected in the packaging of goods.

Although there are still green barriers in the field of international environmental protection, due to the general improvement in the awareness of environmental protection in the world, the environmental protection standards and marking systems of various countries are developing in the direction of mutual recognition and mutual coordination, plus the efforts of some international organizations, environmental protection and packaging.
