In the new millennium, China's papermaking industry is facing new issues, exploration and development

First, the status of China's paper industry In 1999, China's total paper and board production reached 29 million tons, ranking third in the world for many years in a row. Looking back at the early days of the founding of the People's Republic of China, only 108,000 tons were made, only 4.387 million tons in 1978 before the reform and opening up. After the reform and opening up, the average growth rate in 1978-1990 was 10% and it was 15.4% in 1990-1995. In recent years, many papermaking enterprises have accelerated the pace of technological transformation, extensively carried out international technology exchanges and economic cooperation, and successively introduced technologies and equipment from abroad, greatly improved their technological equipment and production technology, and individual companies have reached or approached the contemporary world. The advanced level has seen a big leap in product quality and grade, and the gap with foreign countries has gradually narrowed. At the same time, it also actively attracts and utilizes foreign capital, encourages foreign investors to invest in domestic factories, and has established a number of large-scale joint-venture projects with world-class standards, as well as wholly-owned projects, which has accelerated the pace of China's papermaking industry toward modern papermaking industry. All this is an exciting and very welcome phenomenon.
With the rapid development of China’s economy, the domestic market for paper consumption has become increasingly demanding. From the 90th to the present, the total consumption of paper and paperboard is increasing at a rate of 12% per year, and it is currently about 34-35 million tons. The world's second place (after the United States). From 1996 onwards, total domestic paper consumption was higher than total production. However, from the perspective of national per capita paper consumption, only 26 kilograms have been consumed so far. Therefore, China's paper product market has great potential, and China's paper industry is a rare industry in which the growth in consumption is greater than the increase in production. The huge market space shows that China's paper industry is a promising "sunrise industry" in the 21st century.
However, although we are already a “papermaking powerhouse” in the world, it is far from being a “papermaking powerhouse”. Since the mid-1990s, the relationship between supply and demand in the domestic paper industry has undergone major changes. On the one hand, there is a shortage of high-grade products based on wood pulp; on the other hand, relatively low-end paper produced by many domestic companies is relatively surplus in the market, causing a backlog of unsalable sales. After the country was transformed from a planned economic system to a market system, the structural problems and drawbacks of China's paper industry were exposed. The imbalance in output imbalances has become more prominent. The raw material structure is irrational, the proportion of wood pulp is small, and the ratio of non-wood fiber is significant. The production capacity of high-end products is small, and the quality of existing products is low. There are many companies and they are small in size. Most companies have relatively low levels of equipment, relatively backward technological processes, large material consumption, low labor productivity, and the production of waste water polluting the environment is very serious, and there is a big gap compared with foreign countries. In addition, these years are affected by the increase of raw material energy prices and the decline in the level of factory management, resulting in high product costs. Due to the low quality of products and high prices, they lack the ability to compete in the market. Many factories have high debt ratios, corporate losses, and poor economic returns. At the same time, we also see that the entire papermaking industry has gradually slowed down from high-speed growth. These problems cannot but worry people.
Second, China's paper industry is facing difficulties (a) paper consumption demand and supply more and more unbalanced.
The market demand for paper is huge and there is insufficient supply. According to a number of predictions by the relevant authorities on market demand, the total consumption of paper and paperboard in China was 36-38 million tons in 2000. It will be 50 million tons by 2005, and it will reach 80 million tons by 2015. Considering comprehensively the basic conditions for the development of China's paper industry, recently the industry's competent authority initially formulated the total output indicators in the “Tenth Five-Year Plan” for papermaking development and the next 15 years of planning: 38 million to 40 million tons in 2005 and 6,000 in 2015. 65 million tons. From the actual situation in recent years, the shortage has been supplemented by imports from abroad. In this way, the amount of imports from abroad will increase substantially each year. According to statistics, in 1999, the papermaking industry was the largest importer in our light industry. According to the above data, by 2005, there will be 10 to 12 million tons of paper and paperboard, and by 2015, the gap will be 15 to 20 million tons, and the gap between supply and demand will increase.
(2) Accelerating the development of the paper industry requires huge construction funds.
The paper industry is a capital-intensive industry. To accelerate the development of the paper industry in our country, we must increase our production capacity. The old companies must also undergo technological transformation, and companies must also remediate pollution. This requires capital and the amount of investment is large. According to estimates by related departments, a total investment of 490 billion yuan will be required by 2015. On average, it is about 320-33 billion yuan annually. However, the average annual investment in papermaking industry in our country is only about 10 billion yuan. Solving such a huge amount of funds will be a major issue facing China's paper industry.
(C) There is a big gap between China's paper industry and foreign countries.
The paper industry has always played an important role in the global industry. Economically developed countries such as the United States, Japan, Canada, and Scandinavia all use the papermaking industry as a national pillar industry and have developed papermaking industries. One of the most important successful experiences in the development of the world paper industry is to use wood pulp as the main raw material, vigorously develop fast-growing and high-yield forests, establish a large-scale papermaking raw material base, and realize forestry-paper integration. Nearly pollution-free clean production in the pulp and paper production process. In the past decades, the paper industry in China has taken the development path of grass fiber as the main raw material and small paper mills as its main body, bringing with it a series of problems and serious consequences.
(D) China's paper industry needs to meet the "WTO entry" challenge.
Our country will soon officially join the WTO. There are advantages and disadvantages to the overall economic construction of the country. The advantages outweigh the disadvantages. For China's paper industry, there are also advantages and disadvantages. After China's accession to the WTO, China's import tariffs will be reduced again, which will affect all papermaking companies in the country. Due to the reduction of import tariffs, the price of imported paper in the domestic market will be lowered. This will increase pressure on all domestic companies.
Due to the huge potential of the domestic paper consumer market, after the WTO accession, the country will further provide preferential policies for the introduction of foreign capital, relax restrictions, and will certainly attract more foreign investors to set up factories in China. In order to speed up the development of China's modern paper industry, we are in urgent need of a large amount of funds and technology. It is indeed a good opportunity to attract more international capital and advanced technology to China. Of course, this will also have some negative impact on some existing domestic companies. Third, China's papermaking industry will choose its way forward Paper industry in China will have a good development prospect. In an important stage of China's economic development, the general trend of economic globalization and the imminent new situation of China's entry into the WTO, I believe that we should seize the opportunity to combine the national conditions in order to sustainably, healthily, and rapidly develop the paper industry. To seriously study the road for accelerating the development of China's paper industry in the future, I will put forward several opinions and opinions for discussion.
(1) The paper industry is an industry that has a very close relationship with resources and the environment. Protecting and improving the environment is a basic national policy in our country. Our enterprises and research institutes are making great efforts to organize technological research and conscientiously solve the problem of grass pulp wastewater pollution control. This is an urgent task at present. The national administrative authorities at all levels must vigorously and correctly guide and strengthen supervision and law enforcement. In the long run, in order to develop China’s modern paper industry, I believe that it is still necessary to change the use of wood as the main raw material. This is also due to the world’s advanced countries in the Pollution control is relatively mature in technology and pollution problems have been better resolved. However, China is a country with a lack of forest resources and relatively short timber. In addition to the recent state’s efforts to protect forest resources and improve the ecological environment, it has also made regulations for forest cutting and logging, and how to resolve this contradiction, according to international successful experience, Efforts should be made to forge afforestation, especially scientifically cultivating fast-growing and high-yield forests. Plans are made to establish papermaking and raw material forest bases, Linxing Paperwang, and forestry and papermaking industries can promote mutual development. This not only does not destroy the forest resources, but on the contrary protects the forest resources, improves the ecological environment and meets the requirements for sustainable development. Therefore, to accelerate the sustained and healthy development of China's paper industry, we must first adhere to the national "sustainable development strategy" as a guiding principle, adhere to the protection of the environment, protect resources and implement sustainable development.
(b) It should be affirmed that we must do our utmost to rely on ourselves and accelerate the development of production to meet the needs of the domestic market. To speed up development, we must strive to increase domestic papermaking production capacity. At present, the country is formulating a "10th Five-Year" development plan and a vision for the next 15 years. It also proposes to increase certain production capacity. I think the implementation of the necessary funds is the key. Our paper industry, especially the modern paper industry, has a large investment in construction. The relevant department estimates show that according to the market consumption demand, it is necessary to invest about 500 billion yuan by 2015. How can such huge amounts of funds be solved? Of course, as in the past, it was impossible to rely entirely on state investment, and the path to bank loans would not necessarily be feasible. Many comrades now propose that in the current situation, we should actively explore the use of multiple channels to raise funds, including the introduction of foreign capital, efforts to expand the use of private capital, and take the road of integration of production and finance. This is a good way out. If Baosteel implements a comprehensive organizational plan for the integration of industry and finance in the entire industry, it must be well studied by the relevant state agencies.
(3) Accelerating the overall adjustment of industrial structure and industrial upgrading, and striving to narrow the gap with foreign countries, is an important measure for the accelerated development of China's paper industry. The relevant departments of the state have formulated the overall plan and ideas for the current situation and existing problems in the papermaking industry in China. The content is correct and comprehensive. I think the key is how these ideas and programs can be effectively implemented. In particular, adjustments to the structure of raw materials should be of utmost importance. The integration of forestry and paper should be promoted to achieve the integration of forestry and paper. This is a successful road and must be brought to the attention of the relevant state departments.
(D) deepen the reform of enterprises, so that enterprises glowed vitality and vitality. In the face of fierce competition in the market, companies are the main players, and they must be market-oriented and profit-centered. Each company should best deal with the overall development strategy of the company in the future, give full play to its own advantages, and do something wrong. Accelerate technological innovation, eliminate backward production capacity, and speed up technological upgrading. At the same time, we must conscientiously strengthen internal management, strive to reduce costs, improve product quality, and produce products that meet market demand and demand. . “The most important factor determining the success or failure of a company in competition is not production, nor is it necessarily a production scale, but a profit.” The lessons learned by many companies in this regard are worthy of our attention and reference.
(V) We hope that the state will pay more attention, concern and support to the papermaking industry in China. These years in the national context, especially in the last year, the state gave preferential treatment and policies to the paper industry in terms of discount loans for technical changes, debt-for-equity swaps, etc., which enabled some companies to accelerate the upgrading, carry out technological transformation and get rid of difficulties, and now propose The following suggestions are requested from the relevant national authorities.
1. Issues related to structural adjustment of papermaking raw materials.
Vigorously develop wood pulp and paper, take the path of forestry and paper integration, and promote Lin Hsin Paper, but this work covers a wide range of industries, including forestry, finance, taxation, land, and many other sectors. The situation is complex and the policy is difficult. Larger, requiring all departments to participate in and actively cooperate with each other is by no means a department of the paper industry able to promote it. I believe that if the country does not directly lead, coordinate and intervene in policies, it will be difficult to achieve.
2. Problems concerning papermaking construction funds.
The paper industry is a capital-intensive industry. The lack of funds is the key to the development of the paper industry. Now everyone agrees that they can only borrow from multiple channels at home and abroad to explore the path of integration of production and finance. However, in the short term, whether this urgently needed work can be effectively implemented, I think that without the direct guidance of the country on comprehensive planning and help arrangements, there will be great difficulties in achieving this goal.
3. To discuss the new management system model for the paper industry and the formulation of national strategies for the development of papermaking.
China's paper industry is a traditional industry, and it is closely related to social and economic development and people's lives. It is an industry closely related to the achievement of national economic development goals and should be one of the basic industries of the national economy. I think the country should give it strong leadership and greater support. At present, this type of management system in China's papermaking industry is not adapted to the current economic environment. Some people put forward the proposal of "rebuilding China's paper industry management system". I am very much in favor of it, and I urge the relevant state agencies to study it seriously. At the same time, we call on the country to regard China’s paper industry as a strategic industry for the next 20 or 30 years. The national organization should quickly study and formulate a national strategy for the development of China’s modern paper industry, clearly define goals, determine supporting policies, and implement measures to make paper made in China. Industry is more dynamic, continuous, healthy and fast to the modern paper industry
